The UK Parliament may be suspended from sitting. When so prorogued, Parliament cannot exercise its legislative authority or scrutinise the government. I am currently working on a paper that examines the present constitutional rules on prorogation in light of the landmark 2019 UK Supreme Court judgment in Cherry/Miller, and considers options for reform - including the case for abolition of prorogation. Among other things the analysis draws extensively on practices in other jurisdictions, which may be useful to parliamentarians.
