Dr Alexandros Ntovas delivers paper at the European Society of International Law

Thu, 07 Nov 2024 13:04:00 +0000
In his research paper, Dr Ntovas reflected on the recent decisions by the Legal Committee (111th session, 22-26 April 2024) and Maritime Safety Committee (108th session, 15-24 May 2024) to revise the International Maritime Organization’s road map for developing the Maritime Autonomous Surface Ships Code, which will be offered on a voluntary basis in 2025 and finally be adopted as a mandatory instrument by 2030 with proposed entry into force on 1 January 2032. He argued that, while the Code may address sufficiently the required changes in terms of making and applying future legislation that should not be inconsistent with the United Nations Convention on the Law of the Sea 1982 (UNCLOS), the ostensibly simple question is whether autonomous ships will meet the legal requirement of hu-manning. In the ensued analysis, he pointed out that in addition to the first two turns, namely first in approaching the law-making process by means of a flexible code and second in moving the substantive application of the law toward goal-based rules, international law will need to take a third turn by interpretating any UNCLOS requirement of human presence in light of the functional legal theory.
Dr Alexandros Ntovas participated on 4 September 2024 in the 19th Annual Conference of the European Society of International Law themed 鈥橳echnological Change and International Law鈥, which it was hosted by the Faculty of Law Vilnius University. Wed, 11 Dec 2024 12:50:00 +0000
In recent years, various ships projects involving coastal and ocean-going routes with different degrees of autonomy are being tested. Those will have great implications for naval architects, shipbuilders, shipping companies, and maritime systems providers. In December 2024, the International Maritime Organization (IMO) will host 109th session of the Maritime Safety Committee (MSC) where the Maritime Autonomous Surface Ships (MASS) group will meet again. The Royal Institution of Naval Architects and the Danish Society of Engineers convened in Copenhagen, Denmark, the 3rd Autonomous ship conference on 20-22 November 2024 ahead of the IMO meeting. The conference was opened by Malene Axelsen Mundt, Director of Maritime Regulation and Legal Affairs at the Danish Maritime Authority (DMA).

Dr Ntovas sat at the panel of ‘Regulation’, which was moderated by Erik Ingolf Tvedt (DMA), and in his intervention, he reflected on the substance of the recent decisions in Legal Committee (111th session, 22-26 April 2024) and Maritime Safety Committee (108th session, 15-24 May 2024) to revise the IMO MASS Road Map the aim is to offer the MASS Code on a voluntary basis in 2025, with its final version to be adopted as a mandatory instrument by 2030 with proposed entry into force on 1 January 2032. While the MASS Code shall be expected to address sufficiently some of the essential changes in terms of making and applying future legislation that should not be inconsistent with the United Nations Convention on the Law of the Sea 1982 (UNCLOS), the ostensibly simple question is whether autonomous (a concept that is yet to be conclusively defined) ships will meet the legal requirement of ‘hu-manning’, a term that he proposed to be used for combining in this context the existing manning requirement accruing from UNCLOS within the immediate prospect of technological advancements rendering the ship – ie., as a system combining processes and equipment – to perform data acquisition, analysis, decision making and action implementation, etc., without human assistance; but not precluding in the future and under certain conditions, all these to become also independent of human control.
The rapid technological development in the field of maritime autonomy is creating an opportunity for the marine industry as well as a challenge for the regulatory framework.https://leaf.soton.ac.uk/static/uploads/ntovas_copenhagen_2024_alexandros_x.m._ntov.jpghttps://leaf.soton.ac.uk/static/uploads/ntovas_copenhagen_2024_alexandros_x.m._ntov.jpgDr Alexandros Ntovas speaks at the Autonomous Ships Conference 2024, Copenhagen_天发娱乐棋牌_天发娱乐APP-官网|下载Dr Alexandros Ntovas speaks at the Autonomous Ships Conference 2024, CopenhagenDr Alexandros Ntovas speaks at the Autonomous Ships Conference 2024, Copenhagenlaw/news/law/news/2024/12/dr-alexandros-ntovas-speaks-at-the-autonomous-ships-conference-2024-copenhagen.page/law/news/2024/12/dr-alexandros-ntovas-speaks-at-the-autonomous-ships-conference-2024-copenhagen.pageDr Alexandros Ntovas speaks at the Autonomous Ships Conference 2024, Copenhagen_天发娱乐棋牌_天发娱乐APP-官网|下载

Dr Dina Lupin Awarded 鈧1.3m for Home in Crisis Collaboration Project

Wed, 22 Jan 2025 11:04:00 +0000
This project engages with the idea of climate crisis as one that is unfolding inside our homes. In centring the idea of ‘home’, we examine the ways in which the climate crisis is lived and felt at home and we examine what home means in a state of climate crisis, in which one can be unhomed and rehomed, rendered homeless in one’s home, and homesick in one’s homeland.
Legal understandings of crisis tend to overlook the interconnected and overlapping nature of crises, their complex temporalities, their histories, and the fact that crises are personal and manifest in intimate spaces. By engaging in humanities-based approaches to law, we develop a novel and perspective-shifting understanding of the climate crisis in law. Using home as a lens through which to understand the climate crisis, allows us to better understand the ways in which the crisis is intimate, shaped by gender, location, community, age, disability, sexuality, and how we know and live in our homes. This perspective allows us to better see how limited legal understandings of home can create and exacerbate damaging experiences of crisis.

The project is a collaboration between researchers based in Norway, Denmark, Ireland and the United Kingdom, co-designed with partners and Indigenous researchers and activists in South Africa, Canada (Empatheatre and Protecting our Home) and a global environmental law charity (ClientEarth). Through this collaboration, we are developing and building arts and humanities based approaches to address law’s otherwise conceptually limited resources, and to enable legal systems to recognize the meanings of home that accommodate the breadth what is being changed, lost and damaged in climate crisis. The team will adopt an arts and humanities approach, rooted in theatre, literature, and Indigenous practice to enable the creative aspect of law, that might otherwise remain outside the normal jurisdiction of legal thought.
The project objectives are to reveal diverse understandings of home and the ways it is constructed, deconstructed, and reconstructed in the context of the climate crisis. Home in Crisis will develop new understandings of the climate crisis, its impacts, and how those ought to be addressed within and beyond law and its systems.

Dr Dina Lupin, in collaboration with partners at the University of Copenhagen, University of Oslo and University College Cork, has been awarded Hera-CHANSE funding for a three year project on 'Home in Crisis'. https://leaf.soton.ac.uk/static/uploads/qktuoak2.pnghttps://leaf.soton.ac.uk/static/uploads/qktuoak2.pngDr Dina Lupin_天发娱乐棋牌_天发娱乐APP-官网|下载Dr Dina LupinDr Dina Lupinlaw/news/law/news/2025/01/dr-dina-lupin-awarded-13m-for-home-in-crisis-collaboration-project.page/law/news/2025/01/dr-dina-lupin-awarded-13m-for-home-in-crisis-collaboration-project.pageDr Dina Lupin Awarded 鈧1.3m for Home in Crisis Collaboration Project_天发娱乐棋牌_天发娱乐APP-官网|下载

Thu, 13 Mar 2025 15:46:00 +0000
On 3 March, Dr Bergqvist gave a seminar titled 'AI Collusion – Should We Be Concerned?' as part of the Centre for Law and Technology seminar series Afternoon Tea Talks on the Law and AI.

With case law examples, Dr Bergqvist discussed how AI collusion and AI-driven decision making could enable companies to coordinate their behaviour in anti-competitive manners. Dr Bergqvist reflected upon the fundamental aspects such as the present of an enforcer and information exchange, that are essential to develop a successful cartel and highlighted that whilst AI and algorithms can support the collusion through more efficient enforcement and information exchange, those criteria are still required for the cartel to operate optimally. AI is therefore just a tool to improve the success rate of the cartel, but not a challenge that the competition authorities are not aware off or able to deal with.

Dr Bergqvist also gave a guest seminar to our students interested in competition law and intellectual property law as part of his stay. The seminar focused on Google and its many antitrust cases worldwide: ‘Taking Stock of Google’s Antitrust Troubles as the World Turns Against It’. In the seminar, the students were treated to a worldwide tour of Google’s cases by Dr Bergqvist who highlighted that the most prominent and troublesome cases for Google, but also discussed Google’s business strategies through the cases illustrating how Google is continuing to maintain it’s core business empire: the search engine.

Dr. Bergqvist is a leading expert in EU Competition Law, with a particular focus on its application to deregulated and network-based sectors such as telecommunications, energy, postal services, and transport. His research also delves deeply into issues related to abuse of dominance within these industries. With a wealth of experience as both an academic and practitioner, Dr. Bergqvist uniquely bridges the gap between theoretical research and practical application.

In recent years, his work has expanded to examine the complexities of digital platforms, Big Tech, and companies such as Meta, Amazon, Apple, Netflix, and Google (Alphabet)—analysing their profound impact on competition and regulation.
From 3-7 March 2025, 天发娱乐棋牌_天发娱乐APP-官网|下载 Law School welcomed Dr Christian Bergqvist (Faculty of Law, University of Copenhagen, Denmark) as a Visiting Scholar.https://leaf.soton.ac.uk/static/uploads/1741331753478.jpeghttps://leaf.soton.ac.uk/static/uploads/1741331753478.jpegDr Christian Bergqvist giving a seminarlaw/news/law/news/2025/03/southampton-law-school-hosts-dr-christian-bergqvist-as-a-visiting-scholar.page/law/news/2025/03/southampton-law-school-hosts-dr-christian-bergqvist-as-a-visiting-scholar.page天发娱乐棋牌_天发娱乐APP-官网|下载 Law School Hosts Dr Christian Bergqvist as a Visiting Scholar_天发娱乐棋牌_天发娱乐APP-官网|下载
